My truck is a 97 5.2L dakota and here is the troubleshooting to this point. 1. Unplugged the wiring from the high-beam selector switch and hi-beam indicator stays on. 2. If you have someone with very small hands, try snaking your way up to the bulb. Otherwise I think you'll need to loosen up the dash pad and coax the I/P section forward enough so as to get to the bulb.
